Cross-Border Infrastructure: Vietnam, Laos & Cambodia

On September 15, 2026, Vietnam Academy of Social Sciences held the 13th Annual International Conference in Nghe An. Laos’ National Institute of Economic and Social Sciences and the Royal Academy of Cambodia co-organized the event. Its theme was “Connecting Strategic Infrastructure Among Vietnam, Laos and Cambodia in the New Context.” More than 120 delegates from the three countries attended. The conference took place amid ongoing regional supply chain restructuring. Additionally, it identified several concrete bottlenecks that directly affect cargo flow and cross-border transit.

1. Logistics costs remain high. Specifically, experts flagged this as the first bottleneck raised during the session on infrastructure connectivity among the three countries.

2. Border checkpoint control procedures aren’t yet optimized. Specifically, procedures at some border checkpoints between the three countries remain “not yet truly optimized.” Consequently, this directly affects clearance times for transit cargo.

3. Some key transport routes remain unsynchronized — a general bottleneck raised by experts (no specific routes named). For instance, in Nghe An — the province with the longest border with Laos — local leadership cited the Vinh–Thanh Thuy expressway. Locally, it named the project as one of the connectivity initiatives it is pursuing.

4. No shared digital infrastructure standards yet. Notably, the three countries lack common digital infrastructure standards, which complicates cross-border customs data sharing. In addition, cross-border electricity trading mechanisms remain fragmented.

• Finally, track state-level infrastructure commitments to anticipate medium- to long-term investment trends affecting regional supply chains

Overall, as both “hard” and “soft” infrastructure among the three countries gradually align, cross-border transport routes will become more competitive. As a result, logistics providers who stay ahead of this information can act first.
