2. Which Permits Does Cross Border Trucking Vietnam Need?

The vehicle needs a permit to cross the border. The transport operator holds it, not the shipper.

Vietnam sets the rules in Decree 158/2024/ND-CP on road transport, in force since 1 January 2025. Decree 218/2026/ND-CP amended it from 10 August 2026. Both cover the international road transport permits and the interstate permits for Vietnam and Laos, and for Vietnam and Cambodia.

Regional agreements sit behind these rules. Vietnam and Cambodia signed a road transport agreement on 1 June 1998. The six countries of the Greater Mekong Subregion also share the Cross Border Transport Agreement (CBTA).

Ask your operator to confirm three things before you book:

• The permit is valid.
• It covers your route and the border gate the truck will use.
• The driver carries it on the trip.

3. Which Documents Travel With the Cargo?

The required documents vary with the commodity and the transport arrangement. In general, each cargo model needs its own group.

Export or import cargo by truck

• Commercial documents: sales contract, commercial invoice, packing list and certificate of origin (C/O) where applicable.
• Customs documents: the export declaration in Vietnam and the import documents in Laos.
• Licenses and specialized documents: required by the type of cargo.
• Transport and cargo handover documents.
• Vehicle and driver documents, including the cross border transport permit where applicable.

4. Seals and the Border Handover
