On the morning of December 11, the National Assembly approved a resolution that amends and supplements several provisions of Resolution No. 136/2024/QH15 on piloting special mechanisms and policies for the development of Da Nang City. The resolution was supported by 442 deputies, accounting for 93.45% of all National Assembly members.
Under the resolution, the National Assembly agreed to pilot the establishment of the Da Nang Free Trade Zone (FTZ) to attract investment, finance, trade, and high-quality human resources, as well as to promote exports and industrial growth.
According to the resolution:

The Prime Minister has the authority to decide on the creation of the Da Nang Free Trade Zone.

The People’s Committee of Da Nang City is authorized to adjust this decision — including expanding or redefining the FTZ’s boundaries — following procedures set by the Da Nang City People’s Council.

Such decisions are considered to approve or partially amend the overall urban and rural planning for the city.
The resolution also provides attractive tax incentives for new investments in the FTZ:

Corporate income tax at 10% for 30 years for projects in high-tech, R&D, supporting industries, clean energy vehicles, aviation/rail equipment, and logistics centers, including a four-year tax exemption and a 50% tax reduction for the following nine years — significantly lower than the general rate of 20%.

Other new investments in the FTZ also enjoy similar tax incentives.

To attract qualified talent, experts, scientists, and highly skilled workers in the FTZ may receive 50% personal income tax reduction for 10 years.

All FTZ projects (except commercial housing) are fully exempt from land and water surface lease fees during the lease period.

Additionally, the resolution grants the Da Nang City People’s Council the authority to allocate city budget funds for independent public investment projects related to compensation, support, and resettlement for transit-oriented development (TOD), including metro stations and the area along the Da Nang–Hoi An–Chu Lai transportation corridor. All revenue from TOD land-use rights may be retained by the city to support metro development and other priorities — a more favorable arrangement compared to current national budget law
